In recent soccer seasons, there's been a shortage of referees across the PNW, and the country. It's estimated that the Willamette Valley needs dozens of additional referees to adequately cover games in our immediate area. You can help address that shortage! The Grassroots First-Time Referee course is for candidates who haven't previously been registered as a referee, or for previously registered referees who have had a lapse in registration (2020 or earlier).


The Grassroots Referee Course is an introductory course for aspiring referees ages 13 and older. Grassroots referees are eligible to officiate a variety of recreational and competitive matches for both the youth and adult games as either a referee or assistant referee.


After registering for the course, you will have immediate access to the online portion of the course. The online coursework consists of modules, videos, quizzes, and updates to the Laws of the Game. Please expect this portion of the course to take 4.5 hours to complete!

Many modules in this course have video or audio clips. These clips must be played in full before the course will let you continue to the next module.

You MUST complete the online coursework in full prior to attending the in-person course. Failure to complete the prerequisite course work and all assignments in the Digital Learning Center will result in not being certified to officiate matches and you may be turned away from the in-person course at the instructor's discretion.

ON-FIELD:

On the day of the 3-hour on-field training, participants should dress appropriately for physical activity outdoors and/or indoors dependent upon location.

NOTE: Participants must bring referee flags and a whistle to the on-field course! This equipment is necessary for referees who are getting started. Equipment can be purchased individually, or in different level starter kits for a discount here: www.oregonreferee.com/capelli

If you are 18 years or older, you must also complete:

US Soccer NCSI Background Check ($30) – valid for two years

SafeSport Training (Free) – Required by federal law - SafeSport Access Code: YC3E-6P5G-YYIL-CS2M

Once you have completed all of the above assignments and attended the in-person portion of your Grassroots Referee Course you will be registered for the current registration cycle and can referee soccer games here in the state of Oregon.

**USSF referee badges are mailed on Tuesdays to the address on your Digital Learning Center profile. Before attending the on-field training, please ensure the address on your account is correct!

**No refunds will be offered for any course registration once online modules have been started or within 30 days of the U.S Soccer year end. You may be transferred to a different course upon request, availability permitting.
